The Study on the Amendment of the Medical Act relating to e-Medicine Services

Abstract
My primary purposes in this paper are to explain and analyze the recent proposition of the amendment of Medical Act regarding e-medicine and to suggest possible improvement ways. In part ¥°, this paper provides a brief background of the recent proposition and its potential for changing the delivery of medical services. In part ¥±, recent proposition of amendment of the Medical Act regarding e-medicine are examined, many of which will have an impact on the full implementation of e-medicine. The main issues of the proposition are to allow receiving prescription instead of the patient, to enlarge the scope of e-medicine, to limit the possible recipient of e-medicine, to uplift the regulation for the e-medicine facility, to relieve the liability of doctors and to transfer the liability into the patient when patient is liable, and to protect the private medical information, Part ¥² of this paper describes the proposition based on the 3 analyzation framework, those are quality, access and standard, and cost. Also alternatives are suggested in Part ¥± and Part ¥². In part ¥³, this paper concludes that the win-win strategy is best for us and suggest that next time the Government should try to focus on not only e-medicine but also e-health.
